Hatfield is a dandy looking gentlemen belonging to the Simeon Company. He is the primary antagonist in the Bloody Rain and Moustache Arc. He possess the Fragment Rain Maker.

Fragment: Rain Maker - said to be a possible result of Hatfield's heritage of being descended to Shaman who call upon the rain, in times of drought. Rain Maker allows Hatfield to control and possibly create rain water from the surrounding environment, and subsequently water.
Used both fluidly by Hatfield as offense and defense. He is able to pressurize water to a degree that it can easily cut metal, like a laser.
